Newtonian starts petition to ban dog tethering

A local animal lover, Cynthia Smith, of Newton, has started a petition via requesting that the Catawba County board of commissioners pass an ordinance banning tethering (chaining) dogs in Catawba County.

Smith started this petition because she “finds it very hard to see all of these dogs tethered and I knew that other cities in the state of North Carolina had already put through ordinances so I decided to start the petition.
